Designing AI assistants for public value

Information quality and availability

A digital assistant reflects the quality of the information it consumes. Policies, procedures and guidance must be accurate, current and written in language suitable for public audiences. In education departments, this includes enrolment rules, zoning information and support pathways, all of which change over time. Clear ownership and review cycles are essential to ensure the assistant remains reliable, and access to the relevant data is a must.

Predicting Costs

Most AI platforms operate on usage‑based pricing. While this aligns cost with demand, it can make forecasting more complex, particularly during predictable peaks such as enrolment periods. Agencies need monitoring and guardrails in place to balance accessibility with fiscal responsibility.

Understanding the value of humans and AI both independently and as a system

The most effective public sector implementations use a blended model. Digital assistants should handle common, low‑risk enquiries, but recognise when a situation requires human involvement. For example, where a student’s circumstances are complex, sensitive or outside standard policy. Seamless escalation to a human officer preserves continuity and reinforces trust and in doing so strengthens where humans provide value within the process.
